
Rivers State Governor, Sir Siminalayi Fubara, has expressed strong optimism that the 2026 Appropriation Bill will be presented to lawmakers within the newly reconstructed Rivers State Assembly Complex, marking a crucial step towards restoring full legislative function.
Governor Fubara made the declaration on Monday, November 24, 2025, following a comprehensive inspection of the Hallowed Chamber Complex, which is being rebuilt by Monier Construction Company Limited (MCC).
Expressing his satisfaction with the level of work done, the Governor indicated his confidence that the complex will be delivered by the end of December 2025.
“We have been working hard to ensure their permanent sitting Chamber is put in place,” Governor Fubara stated. “By the grace of God, now that everything has been sorted out, it is our desire to ensure that the Assembly returns to their normal place of sitting.”
He affirmed his commitment to ensuring the complex’s completion on schedule to enable the lawmakers’ resumption.
Governor Fubara disclosed that to ensure the tight delivery timeline is met, the primary contractor, MCC, has engaged a major construction firm for support.
“The Contractor informed me that he had already sublet the interior and some external works to Julius Berger Nigeria Plc to accelerate work and meet the scheduled timeline to deliver the work,” he confirmed.
The inspection, which was undertaken with Hon. Boniface Emerengwa, member representing Ikwerre/Emohua Federal Constituency, allowed the Governor to ascertain the progress, especially following a period when the job was perceived to be stalled.
The Governor assured the public that once the main Hallowed Chamber is delivered and lawmakers resume sitting, the Legislature will handle the completion of the remaining parts of the complex. The eventual presentation of the 2026 budget in the main Chamber, he noted, would be conducted “in the way and manner it is required.”
